Una nuova forma di coesione sociale

Nel mezzo della pandemia, in una piazza San Pietro straordinariamente spopolata e spogliata dal virus, Papa Francesco ha presentato questo periodo duro degli uomini, questo kronos, come una tormenta che ha investito tutte le donne e gli uomini del mondo. Una tormenta terribile, acque infuriate in cui, ha detto il pontefice, “nessuno si salva da solo”. Il senso dell’appello per la Ricostruzione di un Welfare a misura di tutte le persone e i territoriappare come un genuino tentativo di donne e uomini che provano a costruire un’arca per affrontare la tempesta. Un’arca in cui provare a mettere in salvo gli ultimi ed i più fragili. Entrano in questa arca i detenuti, gli anziani, i disabili, le persone disoccupate, i giovani disorientati, le donne violate, i giocatori patologici, i bambini allontanati dalle scuole, le madri, i padri, i figli, ma anche le terre abbandonate e violentate, i fabbricanti di pace, gli economisti, i medici, gli infermieri, tutti gli operatori del welfare.
Cosa c’è di nuovo in questa alleanza? Il tentativo di rispondere ad una chiamata inedita della storia e la speranza che le separazioni e le disuguaglianze del “mondo di prima” siano travolte, almeno in parte, dalla tormenta. Nei 7 position paper la società civile prova a tracciare nuove forme della coesione sociale e dell’ecologia integrale: cambiare i territori a partire dagli ultimi, non per gli ultimi, ma a partire dalla loro straordinaria spinta al cambiamento.
Il welfare che qui si disegna è molto diverso da quello attuale perché personalizzandosi dentro ai legami comunitari tende a mettere al centro le relazioni prima delle prestazioni, le vocazioni di ognuno prima che le strutture rigide in cui abbiamo incasellato il disagio degli uomini e delle donne.
Sono i detenuti nella loro profonda esigenza di ritornare alla libertà ed alla socialità che cambiano e migliorano i sistemi penali sono le persone con disabilità e le loro famiglie a umanizzare l’economia, rendendola inclusiva , sono le comunità ai margini che disegnano nuovi orizzonti per la green economy, nel loro sogno di continuare a vivere nelle terre disabitate. È nelle pratiche di accoglienza diffusa dei comuni lo spirito buono dell’Italia che apre a nuovi futuri di pace e di progresso. In questo appello tante piccole arche si sono unite nella speranza di poter cogliere un nuovo kairos, un tempo favorevole al cambiamento. Non una semplice manovra finanziaria, ma una conversione possibile, dove non è il denaro a guidare la ripresa, ma il capitale sociale.

In the midst of the pandemic, in an unusually empty and virus-stripped St. Peter's Square, Pope Francis referred to this challenging period for humanity, this "kronos," as a storm that has engulfed all the people of the world. It's a terrible storm, raging waters in which, as the pontiff said, "no one is saved alone." The call for the Reconstruction of a Welfare system tailored to all individuals and territories appears as a genuine effort by women and men who are attempting to build an ark to weather the storm. An ark in which to try to rescue the most vulnerable and the least fortunate. Into this ark enter prisoners, the elderly, the disabled, the unemployed, bewildered youth, violated women, compulsive gamblers, children kept away from schools, mothers, fathers, sons, but also abandoned and violated lands, peacemakers, economists, doctors, nurses, all welfare workers.
What is new in this alliance? The attempt to respond to a unique call in history and the hope that the separations and inequalities of the "world before" will be at least partially swept away by the storm. In the 7 position papers, civil society attempts to outline new forms of social cohesion and integral ecology: changing territories starting from the least privileged, not for the least privileged, but by harnessing their extraordinary drive for change.
The welfare envisioned here is very different from the current one because, by personalizing itself within community bonds, it seeks to prioritize relationships over benefits, the vocations of each individual before the rigid structures in which we have boxed in the troubles of men and women.
It is the prisoners, in their deep desire to return to freedom and social life, who change and improve penal systems; it is individuals with disabilities and their families who humanize the economy, making it inclusive; it is marginalized communities that chart new horizons for the green economy in their dream of continuing to live in uninhabited lands. It is in the practices of widespread hospitality by municipalities that the generous spirit of Italy opens up to new futures of peace and progress. In this appeal, many small arks have come together in the hope of seizing a new kairos, a favorable time for change. Not a simple financial maneuver, but a possible conversion where money does not lead the recovery, but social capital does.
